We negotiate with the club before making an official bid. Then when one is finally made it’s accepted and the deal is done.

We have probably made several offers and working out small details of the deal before it becomes official. Also in this time it looks like the player has made it clear he wants a move.

No but from their perspective they will do their upmost in keeping him for this season. I would expect the same if he was a City player.
