Not actually true, from UEFA's guidelines, Article 18 Player Eligibility:-

18.07 -
......a player who has been fielded in the first, second, third qualifying round or the
play-offs of the UEFA Champions League or UEFA Europa League is entitled to play in
the UEFA Champions League or UEFA Europa League for another club as from the group stage.

Haven't the rules been changed regarding qualifying rounds? Still play in them get transferred and still be eligible to play in the group stage. Sure i heard or read this somewhere

I just looked at this as I thought the qualifiers don't count,from what I make of it is......if he played tomorrow and then Valencia didn't qualify,he can play for another team,if they do qualify and he joins us,he can't play....that changed in 2010,dunno if it's changed again though.
