Surely Hezbollah and Hamas etc are spending their cash on looking after their citizens and providing much needed food and water and medicines, not pagers their fighters and members can use to communicate?

Hezbollah don't use mobile phones because of a previous assassination.
They won't be able to use pagers anymore.
So it's back to smoke signals,carrier pigeons or shouting loudly to get messages to each other.
