Italia 90 was a very low scoring defensive so it was difficult for any player to stand out. But besides that he was certainly England's best player performance wise in the 90,s.
He showed a lot more than flashes of brilliance for England.
You can't compare gazza with foden because foden is playing with a team who own the ball against 90% of teams they play against.
