I asked a friend of a friend who is a native Spanish speaker about the translation of that sentence and he came back with this:

The Sheik has referred to the UEFA: "Do you all (formal) know why the UEFA is monitoring invesmtents in clubs (teams)", because "they want 'clean' (read: fair) investments" in these groups.

Could you possibly ask your friend to watch the video and see and see what he is saying? The text is great, but I'm sure he goes in to a bit more depth in the video, and possibly mentions Isco.

I'll do my best, but he speaks with a Chilean accent which I'm not used to and the media player doesn't let you rewind.

He basically says that he has a verbal agreement with City and he hopes that it will all go through, but he cannot say that he is City's manager yet because the contract hasn't been signed and in today's world without a contract you don't have anything. But yeah, as far as he is concerned, he will be the City manager by the start of next week.

He goes on to say Isco is a great player and being so young, he is sure that he will go on improving. He doesn't say that he's going with him to City, but he certainly sings his praises. Obviously he can't say what players are going with him before he's even signed a contract with the club (my comment, I should add!).

The text is exactly what Pellegrini said, about Isco he didn´t give any clue, just said that Isco is a great player with great future, but all depends on how much he want to grow and how strong is his commitment in order to grow. The rest of the video is about the experience of Pellegrini in Malaga. The interestin g details is that the Hoster of the News Show suggest that the sign could be this Sunday. And one last point, Santa Cruz want to stay in Malaga, they said it at the end of the video. Chilean accent is not that difficult :-p
