The blurb relating to the shirt removing thing is about inciting the crowd as excessive celebration. Scoring a winning penalty would be classed as such by any non bent ref.
 
Can of worms.

If Neville had got booked after taking his penalty (when the game is over) Everton would say that players can't take their shirts off to swap them at the end of the game as its still a bookable offence.

As long as he wasn't inciting any trouble, which he wasn't because he was in front of his own fans, let him get on with it.
