Who should take penalties if Haaland is not on the pitch?

Completely disagree with you. What's that old saying "the more I practise the luckier I get".

Proper preparation involves practise. Our Freekick, corners and penalty kicks are all below standard. I realise there is only so much time but to say "practising them is a pointless exercise" is daft IMO.
Like I said, you can't replicate a real game situation where a player is suddenly given the responsibility of scoring in front of a stadium full of people and points or cups on the line. You might think it's daft but countless others including many players and managers disagree.
The chances are players practise them all the time anyway. It's not like they haven't got the time or opportunity to do so. I just doubt very much it's something that Pep will make a part of any training session anytime soon.

You can say that for any practise sessions, where there is not a stadium of people as an excuse to avoid practise. Take a look at successful penalty kickers from other sports, like Jonny Wilkinson in rugby, success is built on proper preparation and practise.

Even if Pep is not doing it yet, doesn't mean he cant adopt it and continually strive to improve.

Just seen a quote from Pep yesterday. "We don't pracise penaltys, at training there is nobody there, no pressure"

But I don't think it's yet to the point where Pep steps in and says Aguero is not taking our pens.
I accept he might continue picking Aguero, at the moment, to avoid damaging his confidence. A striker's confidence is critical and Aguero is likely going through a difficult time at the moment.
 
What you can practice, is a run up where the keeper does not know which side the ball is going. Also putting the ball low into the corners.

Yep, said it a couple of posts ago. You've got to keep it hard and low. A keeper, however good won't get to a well hit ball in the corner from 12 yards.
