People leaving City.

Assistant managers and coaches at successful teams will always be in demand and feel the need to better themselves. Of course the grass may not be greener in many cases but you can’t blame them for not wanting to live their lives wondering what might have been.
In terms of players, I think we’ve been spoiled over the last decade with very few if any (Leroy Sané the one exception) leaving when close to their primes and several earning legendary status due to their long service coupled with outstanding performances. Not many successful teams have enjoyed that luxury to the extent we have. You can even argue that moving people on when the time is right is an essential part of good management.
 
The club is extremely well run. What we are seeing is the disadvantages of that...

The women players were at the end of their contracts.

There will be over 100 youth players released too, and only Fernandinho has left and he isn't on the list.

Isn't the WSL salary capped as well, they can earn a lot more abroad?

This is natural or is there something wrong at the club.
I think it's a mixture of things.

Regarding players it's mostly due to us having such a strong roster so some players will eventually leave to become the focal point in another team and to play more regularly. In a majority of cases this is the only time we lose players we want to keep.

Regarding staff, some will eventually be cherry picked from other clubs and given dream positions which they can't turn down. This is because other clubs know how professional we are run and that we have a culture of success which permeates through the club.

In any very successful organisation, these types of turnovers will always occur but if the infrastructure is strong, then whoever comes in will usually do a good job as they gave the right support systems in place.

On the opposite end you look at a club like Utd and it doesn't matter who they bring in, they end up failing because the infrastructure and support systems are not there.
