PFA player of the year - Tevez and Hart?

Is Rooney not 24?
 
Rooney's 24 and has played in over 250 league games: http://www.soccerbase.com/players_details.sd?playerid=30921. Seems ridiculous that he can be considered for Young Player of the Year.

Tevez is disadvantaged by the timing of the voting, meanwhile. The ballots go out at the beginning of December, I think, and need to be back in early February. It states under the age of 23, meaning even at the start of the season he is still over the age limit.

The Professional Footballers' Association Young Player of the Year (often called the PFA Young Player of the Year, or simply the Young Player of the Year) is an annual award given to the player under the age of 23 who is adjudged to have been the best of the season in English football.
 
I would assume (not having read the rule book of the PFA) that, as the award is for the player of the season (ie, the whole season), that as long as a player meets the qualifying criteria at some point during the season, he can be nominated. Just a guess.
 
I think that U-23 rule is out-dated when so many players come to the fore much younger than that. I'd make it under-21s.
