That was my thought. Have the PL issued these charges before the white paper is published knowing that an independent regulator will throw them out and hence they can say ‘we tried but it was taken out of our hands’?

If all charges were not proved or had insufficient evidence presented (except the non compliance) why did it need a vote?It was 2-1 and the guy finding consistently for UEFA was their appointed man.
