PL charge City for alleged breaches of financial rules

That was my thought. Have the PL issued these charges before the white paper is published knowing that an independent regulator will throw them out and hence they can say ‘we tried but it was taken out of our hands’?

Not likely, the regulator won't be in place for several years at best.

Whether the announcement had anything to do with the sudden delay in publishing the white paper is going to be a matter of opinion without a lot supportive evidence.
 
It was 2-1 and the guy finding consistently for UEFA was their appointed man. I seem to remember at the time that this was usual practice for voting to go like this and that the person nominated by one party never votes against them. UEFA won none of their points beyond those where we refused to cooperate You are being way too pessimistic.
A bit confused here. If all charges were not proved or had insufficient evidence presented (except the non compliance) why did it need a vote?
 
I think it’s trying to say that some club’s executives shook hands with Soriano.

And certain other club’s executives took a huff about that. As it’s meant to be all 19 together against City

Perhaps some weren't happy in the order he shook hands? Perhaps he put his hand out to Daniel Levy and pulled it back at the last moment and thumbed his nose instead?
