Not true. UEFA is based in Switzerland (not in EU). It has teams from England, Scotland, Wales, Northern Ireland, Iceland, Norway, Turkey, Israel, Albania, North Macedonia, Bosnia, Kosovo, Serbia, etc. That is before we stray to Ukraine, Belarus, and Russia (currently suspended) and Georgia, Azerbaijan, Armenia and certain of the Central Asian ‘Stans’. I haven’t included the likes of the micro-nations Gibraltar, San Marino, Andorra, Liechtenstein.

It all adds up to 22 EU members out of 55 for UEFA.
 
Just watching a documentary about The Cayman Islands, the Rags registered office is actually a post box in the same place where Facebook has its own postbox. Obviously nothing to see here, tax free haven but the Rags have nothing to hide, have they?
 
There's an interesting perversity in the idea that investing in a football club is "distorting" the market but preventing such investment isn't.
Clearly its target was never football, and even Harris says that he doesn't expect it to be upheld.

I suspect that's probably the case, given that there are so many controls on investment in football anyway, compared with most other businesses where it's apparently perfectly fine for private investors to prop up loss making companies for years while they try to gain market share.

The overall rules make some sense, in that European countries don't want to end up with one country providing aid that undercuts businesses in other countries, and costs jobs - or worse, countries end up competing on subsidies so we end up with the same businesses in the market, but they're they are all getting lots of taxpayer cash too.
