Villa are aligned with the Red Top Empire , through their American co owner, so are unlikely to want to rock that boat .

American co owner or not, Villa have consistently gone against the interests and coercions of the cartel, voting against EUFA and PL FFP and siding with City on several occasions.
They've shown no interest in the cartel machinations and always gone with their own agenda.

Bringing back Gundo is one of the major mistake we did recently. Not even renewing walker contract comes close.Definitely a combination of both!
