If City broke the rules, it would be the fault of the owners and administrators. A points deduction would punish coaches players and fans with little impact on those who didn’t follow the rules. Surely a big fine would be the only fair sanction, notwithstanding any legal challenges from other clubs who felt they had lost out.

It must be very very close
