No. 6 is the key finding. If PSRs were replaced by a spending cap that would be a huge improvement, provided that the cap made sense. The PL, however, are quite capable of messing even that up.
Removing all financial rules and introducing a flat £500m net transfer cap assessed over a 3 year rolling period would solve a lot of problems.A cap as a % of revenues, or an anchor?

Anchor is nonsense. Straight cap, it depends on the level. If if reins in the big boys reasonably, but does not inhibit the next tranche, it gives the next tranche a chance to catch up.A cap as a % of revenues, or an anchor?
