It is worth pointing out that there is nothing illegal about being paid as a consultant. In fact, as far as I can see, there is nothing illegal about any of these claims. The worst we have apparently done is breach PL rules. There is no suggestion we have made any financial gain. This is sometimes lost in all the media coverage using phrases like "City have been found guilty" etc. English football operates in a parallel universe where unsustainable debt is encouraged and external investment is seen as bad (especially if it comes from countries we don't like).

The alleged breaches do indeed seem to include how the pitch was cut.

This does rather support the view that this is a politically movtivated witch hunt. That doesn't mean it's not very serious: they are trying to throw the book at City.
