Normally I would find your reply totally reassuring but the PL appear to be simply not taking any legal advice and have been left by the Panel they previously appointed, the right to continue rule making.
Unless they are stopped in their illegal tracks surely they will continue ignoring UK law, long term suicidal but short term being allowed to appoint who they want simply to get more short term authority.
