PL charge City for alleged breaches of financial rules

The simple reason is they haven't stopped the cartel winning trophies
They have(United and Arsenal at least) but it's a long time ago and they haven't ever dominated like City have.

Plus they are not United's local rivals and their rise didn't coincide with United's rapid decline like City's did since 2012. This caused a lot of hurt and resentment, as did how close some of those title races against the big 3 have been.

There are a lot of differences(arab billionaire vs western billionaire) but for me there is no excusing it. They told City fans issues like this(failing FFP and so on) would be even bigger stories, get even more criticism and scrutiny, for those very clubs who have since gone through such issues. They were clearly lying to City fans or to themselves. It's not even up for debate and I do think the level of scrutiny City have come under is deliberately over the top. They have been used as a tool in this saga, I could make that argument without even going into the American shareholders in the UK media, I think it's just plain favouritism and xenophobia driving most of it.

Why is this final drafting so difficult?
Surely they are not now trying to justify their decisions. I can understand all the legal stuff before a decision is made which can be written up by others whilst fresh in their minds.
It's not about justifyilng themselves but they want to ensure it is legally watertight. It is a very complex case.
 
I can see the outcome being months away, as the charges are the punishment.
 
I keep reading that chelsea have used a loophole to escape sanction but surely they have operated within, albeit poorly drafted, the regulations
That they can pass the Premier League's financial regulations show that the system was not designed to be equitable and rigorous but it was a set of rules designed to target Manchester City.

The Chelsea procedure must be a huge embarrassment for the Premier League.
