The Abu Dhabi group bought City intending to transform them into a major footballing power so as to raise their own profile and prestige. In other words they are paying out cash for advertising. How is that different from a shirt sponsorship? It's essentially the same thing. UEFA aren't going to see it that way, they are out to get City. ManU's business deals are 'natural' income but not City's income from their relationship with the Abu Dhabi group. What a pile of horse manure.
There is going to be a UEFA board to decide on the penalties for each infraction on an individual basis. So that's going to be completely fair! If ManU have too much debt obviously that is not too bad and nothing needs to be done. If City spend too much they are obviously ruining football so no Champions League for you. What a set up! .
Arsenal make a good bit of income from rents from the flats Highbury was converted into. Is this 'legitimate' income in UEFA terms? If so the Sheik could buy a load of rented property and donate it to City to use for extra income. It's probably barred by the regulations. So if you're an Arsenal fan don't get too happy, you could be screwed too.
