I take it you are a City fan? Why would you want Mata over Hazard? Silva and Nasri offer what Mata does. Silva gives more control of the game, but less goals, but not a huge difference between the two. Silva even suits a possession based team like City more than Mata.

I think I'd go for Eden Hazard

Suarez is the most gifted player, and determined. But I can not stomach his cheating. I have changed my mind on him having seen him play against City.
