Right my two penneth, anyone who genuinely buys a ticket for an away game then finds out they cant go I have absolutely no problem with, sell the ticket on here or return it to the club depending on how long prior to the game you realise you cant go.
Anyone offering their ticket out with no intention of going to the game (Madrid away and Chelsea in the Community Shield are 2 recent examples) is a bit of a twat and is doing so purely to build their own points up depriving the next person who would be entitled to a ticket via the loyalty point scheme the chance of getting a ticket.
As for supporters clubs I can only speak from my own experience just before tickets go on sale for away games our club is asked how many they would like to apply for and customer numbers for each individual who wants to go, if the people applying dont have enough loyalty points (in the selling criteria set by the club) we dont get the tickets, if for example we ask for 10 and only receive 5 the 5 lads who applied with the most loyalty points get the tickets. Like I said I can only speak from my branch perspective and I realise there will be branches who 'bend' the rules to suit.
