Forgot to add on what grounds.
The copper said he stopped them as One of the BmX bikes didn't have lights.
I know info such as where they lived as he pulled them both on the main road outside my house (with my window open) I could hear everything.
My issue was with the searching itself.
Yes he did stop them, yes he did search them.
But his effort in searching was pisspoor, I mean just had no effort when doing this, almost like the didn't want to find anything on them.

illegal drugs
a weapon
stolen property

What do they do with van drivers who have no rear window?
In the UK:
Vehicles are required by law to have a minimum of two of the three obligatory mirrors, one of which must be the exterior offside mirror. The three obligatory mirrors are as follows:
a) Exterior Offside
b) Exterior Nearside
c) Interior
There are a few exceptions to this rule, such as vehicles first registered before 1st January 1978 are only required to have one of a), b) or c).
Buses first registered on or after 1 August 1983 must have a) and b)
If the mirrors are fitted, then they must pass the rest of the MOT requirements to comply with legislation, most notably is that they must not be damaged or deteriorated or have anything obstructing their view to the rear of the vehicle.
So, if a mirror is fitted, you need to be able to use it effectively.
Don't know about US legislation though.

Now let me think..Ok I have thought...Perhaps they had been reported to a burglary nearby where two possible offenders were described by a witness or victim and seen making off on bmx bikes. Until anyone knows the full story it is easy to just presume they have stopped them for having no lights on their bikes.
