Apparantly it’s a criminal offence to refuse to give personal details under Section 8(a) of the Environmental Protection Act. The maximum penalty for not providing this information is £1,000 and a criminal conviction. Nothing to stop you walking away or jumping a cab or catching a bus to freedom I guess. Probably safe to disregard the £1,000 fine as it's just the same spouted nonsense the TV licence use to create alarm angst and distress.Or those enviromental enforcement agents that attepmt to fine people, you don't have to stop when they ask you to or give them any details they ask, of course they can citizens arest you but with minimim force, you can still pull away and walk off
As I understand it you don't have to furnish your details to the police unless you are suspected of commiting a crime.

You generally don't have to talk to the police. You do in some specific circumstances. But you always have rights.
