(I agree, this is an abysmal effort. I saw a The_Donald meme the other day of Homer Simpson riding his lawnmower down the street. He was stark naked, wearing a silver bowl cut wig with pink highlights, and the lawnmower had a sign on the front saying 'Fuck Drumpf'. The tagline was 'Typical Liberal Woman'. It looked like a 15 year old had knocked it up in Paint.exe. It made me laugh. I identified with him/her and actually wanted to be the one driving the lawnmower. Which made me laugh even more.)

Pepe is a bit shit now, feel like its time has passed unless there's a really good reason. NPC memes are all the rage now.
And part of the appeal of political memes is how terrible they are. The idea that somebody spent a lot of time making up these images to convey a usually pretty crap point is half the fun. It's also why "the left can't meme" meme exists. Memes are there to strawman ideas and show hypocrisy between the strawmen. The left often use them as legitimate debating tactics so try too hard to say things that make sense.
Making sense or being well designed are the anti-thesis of good memes. They're purposely crap.
