If we don't do something to correct the problem with the human population nature will do it for us. It happens all the time in Africa, the herds get bigger and bigger until the environment can no longer support them. Then there's a massive population crash due to the lack of food and water.

Food is probably the single biggest decider of how many people can live on the earth. Next would be energy as most of the food is grown away from most of the population and would need to be transported to where the majority of the people live.

As far as population control unless there was some kind of widespread out break of disease that was highly transmittable there would probably have to be some kind of law world wide or the population would become unsustainable- back to the food problem.

Well I'll be dead and gone when its a concern, but hey there was that article a few weeks ago that half of the people in the UK will have cancer by 2020, so that's a couple of numbers knocked off. We just need some virus to mutate into something serious to kill off the poor and disabled people, then problem solved.
