itv have not invested in 4k online thats why and the bit rate they output at is their choice

No clue, but FIFA and UEFA own the feeds and they are licensed out.

Remember when the BBC came into criticism for what the showed with the Eriksen incident last summer? It was either show the live feed or cut back to the studio with no one in it.
