Several Portuguese players encroaching in box before pen. Why is it not retaken? Why doesn't VAR intervene? This is nonsense.

Generally, the penalty won't be retaken if none of the encroaching players get on the end of a save/rebound off the post. Same if a keeper is off his line when the kick is taken. If the penalty is scored, no action is taken as he didn't benefit from coming off his line. But if he saves it, the kick is supposed to be retaken.
