This rule has nothing to do with VAR. It's a change to the handball rule which applies with or without VAR.

I agree that many fans, some pundits and dare I say a few refs seem to be unaware of rules as they stand. The point is with VA,R, some minuscule brush of the arm with a ball is now enough to disallow a goal, whereas a blatant foul is not overturned by VAR because of Pigmol power. I am not necessarily referring to the Rice decision, but the wider issue, it is plain wrong.
