See, the question is not whether Cole Palmer is good. Or even whether he's very good. The question is simply, would you have given that lad a regular starting spot in this City team, this season? Given that seasoned full England internationals like Jack Grealish and World Cup winners like Julián Álvarez are not getting that assurance from Pep, there is only one possible answer. Rightly or wrongly, Cole felt he was good enough to get that assurance at another club, this season, and in the Premier League. And he was right. Good on him.
City are City. Pep has other standards. And he doesn't believe in hurrying it.
