Of course it is. Sometimes City are poor or scrappy or lack energy (not often but it does happen) and we’re the best team in the world.

Bottom half Prem teams sign players from decent CL qualifying teams in other leagues. There’s no other league in the world that happens in. You wouldn’t get bottom of Serie A Slaernitarna signing CL player Firmino like bottom of the Prem Burnley signed CL player Cornet, you wouldn’t even get mid-table Empili signing Aubemyang.
