You dont understand correctly. The penalty was for an offence that happened 1 minute before the end of the match, so play went back to that point. As was explained in the comment you relied to.
Also your assertion that no referee blows the whistle to consult the VAR tv screen is completely made up.
Regarding blowing the whistle so that a referee can check VAR, of course this should not happen. This is just common sense. No referee should blow his whistle to check VAR. He should wait for the next time the ball is out of play before going to VAR or for the VAR to intervene.
Especially given that they were still winning until the 78th minute. That's a shocking collapse. The players must have got a bollocking for that one. It's one thing to lose.
