Drives me mad when they stop the game for a player and then they say they don’t need treatment.
Make them go off regardless.
If the referee stops the match for an injury (head or otherwise), that player should be required to leave the pitch for at least 3 minutes for assessment and treatment. Only in the event of a head injury should an immediate substitution be an available recourse.

If a player gestures or acts as if it was a head injury, and subsequent replays via VAR review indicate that it is extremely unlikely that there was any contact with their head, it should be a red card and one match ban.

When players go down for a second time with “injury”, after having already gone down, received treatment, and then come back on, and that team has available subs, as Arsenal players have several times, the team to which the player belongs should be required to play a man down for 5 minutes before the replacement player is allowed on.
