To be fair to Oliver, the defender did have his hands in the air and, when it does hit a defender in the arm, they act like they've been hit hard in the face, so the defenders reaction wasnt one to go by. Defender was running the risk of a pen by having his hands up there. VAR actually worked and got the decision right.
