Really what's happened here is that they've gone from one extreme of almost never giving handballs to almost always giving them. In THEORY this isn't too bad as when you see all the handballs given you can go away and figure out which ones are fair or not and come up with a more precise means of calculating what is and isn't a handball.
The problem is that they've gone far too extreme for the sake of having a blanket and objective rule and therefore now we're seeing handballs for anything.
There should be more of an effort made for what intent means. There are occasions where the arm is out and you could argue that even if the player could do nothing to move it, it shouldn't have been there to begin with. But then there are occasions like with Dier where it's out and absolutely nothing could be done. They probably will relax on this stuff as the season goes on (hopefully).
Personally I think the bigger issues are penalties themselves. Sometimes they're perfectly valid, but it doesn't seem fair that minor infringements just inside the area result in a free shot at goal.
Just make it ball to hand, defence or strikers. I can safely say that 99.9 % of handballs are accidental and always have been. You do get the obvious ones like Maradona, Henry and Suarez but it is a rarity. Handball rule should never have been touched (no pun intended)
