That video is edited completely out of context. Mildy amusing with the Billy Maddison clip but not really a true picture of the occasion.
He was at ceremony for the renaming of a community pool in his honour. It's not even a political speech. It's entirely reminiscing about his experience in that community and working for or with members of that community.
