It is a text book peaceful protest. He didn't assault anyone, he didn't shout and swear causing a breach of the peace, he simply climbed a large object that has a clock at the top of it (and apparently a bell)
Why the emergency service chose to attend I know not but it was entirely peaceful.

I assume if you're on your way to the airport for a family holiday and just stop oil are blocking the motorway with a peaceful you'll happily do a u turn , go home and defend their right to a peaceful protest?
