I think he means the FA can only issue a retrospective ban if it's deemed that the offence would have been a red card.
Difficult to see how it's not, he's deliberately struck a player off the ball, it ceases to be only a trip when off the ball imo.

Let's be honest, if one of ours got a red during the match for that we would all be raging.
It was a trip and he should have been booked but never a red
