Putin is an evil bastard - who cares deeply for "Mother Russia" at the expense of the welfare of humans in general - too he's a self-promoter - it's not quite clear if he cares about self above Mother Russia - it is clear, however, that ethics in pursuit of Russia and/or himself do not apply - whatever means available to Putin to advance Russia and himself personally are fair game.
