I was taught it means a population isn't stressed, in a biological sense. If you have a biologically stressed population you have a higher number of female births as that will ensure survival. Males are a luxury. Perhaps war is on the way because they all snort coke at football matches.

Can the nation afford the Monday?
I don't see a problem with the Sunday, especially as it's generally considered a day of worship.
