Why would Dortmund want to develop a player for us?

If they wanted a reunion with Gomez, they'd have bought him, given how low his price is, and I'm sure there's plenty of 19 year old LBs they could buy to develop rather than put a year into one before handing him back.

The only young players they loan are ones they think they can get for 2 years, permanently at the end (Rainier), or will be one of their best players (Hakimi)
