Some refs are bloody useless, no doubt. But a lot of blame has to go on the Premier League, the FA and in a wider context, FIFA. All 3 are loaded with cash, have the most popular sport on the planet and yet are light years behind most other sports in their use of technology and aiding officials in making better decisions.
How often do we talk about refs having made game-changing decisions? You don't really here that for other sports, yes officials do still make mistakes but they are mostly, quickly rectified.
We certainly could learn more from rugby officials, they can even let play continue whilst asking a 4th official to look at an incident just happened if he's unsure and just didn't want to stop play. Exactly the scenario for the Luiz incident, he could have played on but asked someone to look at it, and within 20 seconds the decision would have come back to stop play, award a free-kick and send him off. Honestly it's a joke that we don't move forward and end this archaic way of officiating.
Furthermore, you'd then get less bad feelings for perceived injustices so overall behaviour and therefore image of the game would improve.
