Because even he couldn't believe he hadn't sent off Milner. Can someone explain why he was laughing walking away after not sending the greedy bastard off?

Laughing at an irate Phil Foden the cnut wasCan someone explain why he was laughing walking away after not sending the greedy bastard off?
Along with tierney "Most fouls deserving of a yellow in one game that I didn't get the yellow card out for" = gitLooked like Milner was trying to get into the Guinness Book of Records today:
"Most fouls deserving of a yellow in one game".
The tragedy of it all is that he seems to be getting promoted to ref the "bigger" games, dodgy gitStandard of refereeing in the PL is an absolute joke. Tierney should be demoted after today's debacle, I thought he was bad after Brighton last season, but today is not acceptable.
Thing is you could argue for a red card for the first instance, where he never even gave the foul. It could have been a penalty, but equally it could be a last man foul on a player with a goal scoring opportunity. We have so few good refs in this country that the inferior ones keep getting the big games. I can give the benefit of the doubt on the penalty but the sending off was a no brainer. Poor game
That was particularly infuriating because Phil is one of the very few honest players left in the game. For Tierney to laugh at him like that speaks volumes for the level of officiating in the game these days. The worse thing from Tierney after Milner's foul was him laughing at Phil Foden who was going mental about the tackle.
Fucking laughing in the face of a pro who was seeking an explanation as to why Milner wasn't getting booked and shown a red.
What a cnut
