I've heard this said many times before, but disagree completely. When teams realise that time wasting, feigning injury, etc, means that the clock stops and they still have to play the time remaining, they won't do it. At present, whilst the time added on by the referee is discretionary, they will continue to cheat, which is what they are doing, often with the referee's complicit agreement. It is their way of "managing the game", often, in my opinion, on instructions from above. Taking away this duty from him and giving it to an independent timekeeper would, I think, speed the game up.
