Whilst there is no doubt Pablo’s arm is across Raya the only reason it is there is because Trossard has shoved him into the keeper. Pablo’s arm is outstretched to counterbalance the shove prom Trossard in the first instance and clatters into Raya.
Decision should have been penalty to West Ham as the foul by Trossard initiated the coming together with Raya.

To be fair he's consistent, he was also making up rules that don't exist in last season's Cup final when he was involved in deciding that the goalkeeper of the team he used to play for shouldn't be sent off for handling the ball outside the area whilst simultaneously denying a clear goalscoring opportunity.
