How else could it be done?

Maybe using a smiliar system to last year, you could 'flag' your seat if you want to move from it, and 'flag' seats/areas you would like to move to - then some kind of email alert if something becomes available?

Indeed - last year's relocation window was about a month long IIRC, and you could move multiple times.
