The 7/7 bombers used exactly that, they went around for weeks buying it up, they had to work with it ie purify it by filtering and boiling over and over but in the end it was pure enough to use, if they had gone for a fertilizer bomb it would have take a sack load unless mixed with semtex but this goes off quite quickly due to the chemical elements

Witnesse's saying a strong chemical smell in the carriage, this suggests it's TCAP Acetone Peroxide type of device, not that easy to put together, very volatile, it will be an ISIS operative trained in a North African country, or Chechnya.

The use of Peroxide based explosives is the signature of ISIS.. Its used by other terrorist groups as well (as other stuff) but ISIS apparently use it solely to the exclusion of other explosive materials
