Witnesse's saying a strong chemical smell in the carriage, this suggests it's TCAP Acetone Peroxide type of device, not that easy to put together, very volatile, it will be an ISIS operative trained in a North African country, or Chechnya.
Depends on the skills and training of the operative who has put it together, misplaced detonator or a cracked wire or a slightly rusts metal element and he's failed
This is why we are still digging up shells and bombs from WW1 and 2, slight manufacture defect and they wont explode, the tilt switch to the corrosive acid might have eaten through to near the TNT on old bombs but if the Canary in the factory has miscalculated how far he/she has put the explosive from the acid detonator it wont explode

The 7/7 bombers used exactly that, they went around for weeks buying it up, they had to work with it ie purify it by filtering and boiling over and over but in the end it was pure enough to use, if they had gone for a fertilizer bomb it would have take a sack load unless mixed with semtex but this goes off quite quickly due to the chemical elementsYou posted about ammonia in hair dye ffs.
