I think Dorset was always in Tier 2, as rates have been low, in comparison to other places. On the increase now though.

Might have been before the November shutdown, but after that everybody apart from Cornwall, Isles of Scilly, and the Isle of Wight were at least tier 2.Recently. Tier 2 now I believe.

Exactly, I think Liverpool (tier 2) are above us in Manchester now for cases despite us being in tier 3. So the mass testing and slightly lax rules has completely backfired.
