Just as in interviews, he's rabbiting on and talking over attempts to shut him up and ask questions. It's a pretty clear attempt against some to avoid having questions asked by using up the time, and it'll just annoy them.

and he operates on a very short fuse doesn't he? You can see him getting angry when repeatedly questioned

Bryant's got right under his skin, and he's trying desperately to argue a non sequitur.
Those questions do make it look like he's hiding from the Commons. The Speaker will be livid at the first answer he gave about not releasing info to the Commons.

Saying he hasn't read the report that condemned Mogg et al for impugning Parliament is astonishing.
