Question yesterday about HS2 and he says, "We will be investing £12 billion to better connect Manchester and Liverpool. That would allow for the delivery of Northern Powerhouse Rail, exactly as previously planned, including high-speed lines"
NPR was planned as new high-speed line (not HS2 speed) from Liverpool to Leeds via Bradford. The government cut that to a new high-speed line from Warrington to Marsden (just the east side of the Pennines) with the "high-speed" trains running on existing lines from Liverpool to Warrington and from Marsden to Leeds. I'm not sure £12bn will even pay for the tunnel under South Manchester (which was in the HS2 budget) let alone a new station at Piccadilly. Essentially, they've cut the HS2 budget and are now offering other stuff that were part of Transport for the North's additional programme of improvements.
