I'm speculating--and I grant it is speculation--that they would be a completely dominant force in the Premier League if the owner had better self-control. I also think that their squad isn't at the moment well constructed and you can't pin that on the managers as it's common knowledge who decides who is to be brought in.
On the one hand I agree with you. They are very successful. I also think though that they've not only made it harder for themselves but the haphazard construction of this year's squad could cost them for the next few years.
They've been living off the fruits of Mourinho's (& Ranieri's) labours for a while, with the Cech, Terry, Essien, Lampard, Drogba spine. Anyone could manage that, even Avram Grant, so the lack of stability isn't that much of a problem.
The problem starts when those players need to be replaced and that's when you need the right manager and stability, so he can buy the players and bed them in to suit his style. That started to go wrong last season and they've done what Liverpool did and won the CL as the decline started.
